UK and France to Deploy Military Personnel to Ukraine should a Peace Agreement is Reached

The UK and France have inked a statement of purpose concerning the deployment of military forces in the nation in the event a peace agreement be made with Moscow, the Prime Minister of Britain, Keir Starmer, has announced.

Subsequent to negotiations with allied nations in the French capital, he said that the UK and France would "establish defense centers throughout Ukraine and build protected facilities for arms and equipment" to discourage any future attack.

The allied nations also put forward that the United States would play the primary role in verifying a halt in hostilities.

The Kremlin has consistently warned that any foreign troops in Ukraine would be considered a "legitimate target", but has not yet commented on this new declaration.

The Situation and Ongoing War

Russian President Vladimir Putin began a comprehensive attack of Ukraine in February 2022, and Russian forces currently occupies roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our pledge to stand with Ukraine for the foreseeable future," remarked the British leader.

National leaders and senior officials from the "Allied Coalition" were involved in Tuesday's talks.

Speaking at a combined announcement, the Prime Minister further said: "It paves the way for the operational parameters under which allied and coalition forces could function on Ukraine's territory, defending Ukraine's skies and seas, and restoring Ukraine's defense capabilities for the time to come."

The UK prime minister also stated that London would be involved in any Washington-directed verification of a prospective cessation of hostilities.

Defense Assurances and Negotiation Stances

Senior American diplomat Steve Witkoff remarked that "long-term security guarantees and strong reconstruction vows are critical to a enduring ceasefire" in Ukraine – referring to a key requirement made by the Ukrainian government.

He noted the partner nations had "substantially agreed on" their work on agreeing such pledges "so that the Ukrainian people know that when this war ends, it ends permanently."

Jared Kushner, US President Donald Trump's special envoy, also took part in the talks.

At the same time, France's leader Emmanuel Macron declared that Ukraine's partners had made "considerable headway" at the talks.

He noted that "comprehensive" defense assurances for Kyiv had been agreed in the event of a potential ceasefire.

Ukrainian President Volodymyr Zelensky said that a "major development" had been made in the talks, but added that he would only view efforts to be "sufficient" if they resulted in the end of the war.

Last week, he suggested a peace deal was "largely prepared". Agreeing on the remaining 10% would "shape the fate of the agreement, the fate of Ukraine and Europe".

Outstanding Matters

  • Land and security guarantees have been at the center of ongoing disputes for diplomats.
  • Putin has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will seize it, dismissing any compromise over how to conclude the war.
  • Zelensky has so far rejected giving up any territory, but has floated the idea that Ukraine could withdraw its forces to an designated point – but only if Russia does the same.

Russian forces currently occupies approximately 75% of the Donetsk region and around 99% of the bordering Luhansk region. The pair of oblasts form the industrial region of Donbas.

The earlier US-led multi-point framework that was widely leaked to the media last year was seen by Kyiv and its EU supporters as being disproportionately favorable in Moscow's direction.
